New regulations for Airbnb in Greece
What Property Owners Need to Know

As of October 1, 2025, a new legislative framework for short-term rentals (“Airbnb / Airbnb-like platforms”) has been implemented in Greece. These changes encompass safety standards, taxation, accommodation quality, and penalties for non-compliance. If you’re an owner or manager, it’s crucial to stay informed.

What Are Short-Term Rentals?
  • Owners must adhere to laws defining their obligations to the state, guests, and society.

  • Registration: Register your property in the Short-Term Rental Registry of the Independent Authority for Public Revenue (AADE) and obtain a Property Registration Number (AMA) before listing on Airbnb or similar platforms

  • Income Reporting: Declare bookings and income according to AADE deadlines.

New Obligations Starting October 1, 2025

The updated regulations impose stricter requirements for all short-term rental properties:

Health & Cleanliness Pest control certificate and first aid kit.
Liability Insurance Coverage for damages or accidents during guests’ stay.
Emergency Contact Guide Available in each accomodation.
Penalties & Sanctions
  • First Offense: €5,000 fine.

  • Repeat Offenses: Fines may double or quadruple, reaching up to €20,000.

  • Access Denial: Refusing inspector access is considered a violation and incurs penalties.

Additional Measures & Restrictions
  • Ban on New Short-Term Rentals: In areas with significant housing shortages, such as central Athens, new licenses are suspended.

  • Inspections: Joint teams from the Ministry of Tourism and AADE will conduct on-site inspections.

How to Prepare Your Property
  1. Assess Property Condition: Ensure proper lighting, ventilation, air conditioning, and fire safety measures.

  2. Insurance & Documentation: Obtain liability insurance, pest control certificates, and an electrician’s declaration.

  3. Maintain Records: Keep documents proving compliance (invoices, receipts, contracts).

  4. Advertise Transparently: Display your AMA and mention safety/liability specifications in listings.

  5. Prepare for Inspections: Owners will be notified at least 10 days before an inspection.
